The Big Game Landowner Voucher Program Review Committee was convened by the Colorado Parks and Wildlife to examine issues associated with the landowner voucher program and identify appropriate improvements. From 2009 – 2011, the committee met approximately every 1-2 months to discuss issues and review options for changing the program.  In addition, they held several open house meetings with landowners, sportsmen and other concerned individuals to discuss the issues.

The members of the committee included nine individuals representing sportsmen, landowners, outfitters and wildlife managers. These individuals were not formally elected delegates or representatives of specific organizations. They were chosen because they have an interest in this issue, understand the views of their fellow stakeholders, and have a commitment to reaching out to their respective constituencies.

The goals of the Big Game Landowner Voucher Program Review Committee were:

1. Build a common understanding of the landowner voucher program, its purposes and its operations.
2. Educate stakeholders about the purposes of the program and how it is operating. 
3. Identify improvements to the voucher program as part of the Division of Wildlife’s overall program of landowner preference.

In November 2011, the members of the Big Game Landowner Voucher Program Review Committee delivered their recommendations to the Parks and Wildlife Commission.  The group called for more information collection on program activities, stronger enforcement of program rules and several statutory changes to the program.
